LAX airport adopts Enviance “GHG FastTrack solution” to comply with new EPA reporting requirement. What is the “solution”?

Internet-based GHG FastTrack solution is a proven method to credibly, accurately and efficiently monitor, calculate and report emissions for the thousands of facilities newly affected by the EPA’s reporting requirements. The highly competitive fixed-cost program from Enviance includes full implementation, consulting and online training for data entry, dashboards and reporting, and provides the unique ability to collect and verify data and report it in multiple formats—saving companies valuable time and resources.

Fixed-cost… not sure what’s meant there. Type of consulting? Implement and use,  best leverage,  guidelines on GHG reduction methods??
