From the Southern Sydney Regional Organisation of Councils (actually, an “expression of interest” – similar to an RFP):

1.2 Objectives

The CMS will be a key tool enabling councils to monitor and measure progress towards achieving these outcomes. The objectives of the CMS can be summarised as the ability to deliver:
1. Accurate, timely, reliable and consistent data collection and monitoring for council and community greenhouse gas emissions
2. Identification, targeting and tracking of specific sources of emissions
3. Conformance to relevant international and national standards
4. Analysis of corporate data at asset, division and organisation-wide levels
5. Predominantly graphical reports according to user-defined parameters
6. Aggregation of council, LGA and regional data
7. Improved capacity of council staff to reduce council emissions and energy-related costs
8. Improved capacity of council staff to influence community emissions
9. Improved capacity of specific community sectors to comprehend their own emission
profiles and take action to control and reduce carbon emissions. [more]
